    In 2015, the Sendai Framework was also adopted to substantially reduce disaster damage to communities including critical infrastructure and disruption of basic services such as health services. Healthcare facilities require efficient infrastructure to enhance their resilience to shocks of emergencies whilst providing health services that are robust in the face of stressors (Kieny and Dovlo, 2015).
